If a foreign trade operator fails to go through the procedures for record-keeping and registration in accordance with these measures, customs shall not go through the formalities for declaration, inspection, and release of import and export.

The China Foreign Trade Registration Certificate contains the following information: Registration Certificate Number, Import and Export Enterprise Code, Operating Chinese Name, Operating English Name, Organization Code, Business Type as Filed by the Registration Bureau, Address, Business Address in Chinese, Business Address in English, Phone Number, Fax Number, Postcode, E-mail, Industrial and Commercial Registration Date, Industrial and Commercial Registration Number, Legal Representative, ID Number, Registered Capital in USD, Legal Representative/Individual Responsible Person, and Enterprise Assets/Personal Assets in USD.
If a foreign trade operator fails to hold this documentation, customs will not carry out the procedures for declaration, inspection, and release of the imported or exported goods. Note that some foreign-invested companies engaging in foreign trade do not require this registration.
